Essential guide to the 2024-2025 Driver CPC changes

The Driver Certificate of Professional Competence (Driver CPC) is a crucial qualification for heavy goods vehicle (HGV), bus, and coach drivers. With significant changes on the horizon in 2024 and 2025, it’s essential for drivers and employers to understand the updates to ensure compliance.

Whether you’re a driver or an organisation employing professional drivers, this guide breaks down everything you need to know about staying qualified, returning to driving, and the new CPC options.

What is driver CPC and why is it important?

Driver CPC is a professional qualification that ensures drivers are skilled, safe, and up to date with industry standards. It is mandatory for most professional drivers operating HGVs, buses, or coaches. Without it, drivers cannot legally operate these vehicles for work, and businesses employing non-compliant drivers risk fines and operational disruptions.

Why these changes matter: The updated Driver CPC framework balances safety with flexibility, recognising the diverse needs of UK-based and international drivers. Employers now have more tailored options for training, while drivers benefit from a simplified and efficient system.

Key updates to driver CPC in 2024/2025

Recent consultations have resulted in updates to Driver CPC, making it more flexible, especially for those driving only within the UK. Here’s an overview of the most important changes:

  • New qualification categories: International Driver CPC and National Driver CPC.
  • More training flexibility, especially for National Driver CPC.
  • Streamlined processes for returning drivers.
  • Updates to Driver CPC cards.

These changes aim to simplify compliance while maintaining high safety and training standards.

How to stay qualified: new options from 3rd December 2024

From December 2024, drivers will have two main options for maintaining their qualification:

  1. International driver CPC

This is the traditional format of Driver CPC, with no changes to the existing system. It allows drivers to operate in both the UK and the EU.

  • Requires 35 hours of training every five years.
  • Training sessions must be a minimum of 7 hours each.
  • Split courses must be completed over two consecutive days.
  • A maximum of 12 hours of e-learning is allowed.

  1. National Driver CPC

This new, flexible option is designed for drivers who only operate within the UK.

  • Requires 35 hours of training every five years.
  • Courses must be at least 3 hours 30 minutes long, with no consecutive-day requirement for split courses.
  • 100% e-learning is permissible, provided courses are approved.
  • Allows up to 12 hours of eLearning toward the 35-hour requirement.

Summary of qualification options:

Drivers and employers can choose the most suitable option based on their operational needs.

Getting qualified: initial driver CPC

When drivers pass the qualifying tests, they automatically receive International Driver CPC, allowing them to drive in both the UK and the EU. After five years, the type of training they complete will determine their qualification category.

Returning to professional driving: changes from 1st February 2025

For drivers whose CPC has expired, new pathways make it easier to return to professional driving.

1. If CPC Expired Between 60 Days and 2 Years ago

Drivers in this category have four options:

Option 1:

  • Complete 35 hours of International Driver CPC training.
  • Regain qualification to drive in the UK and EU.

Option 2:

  • Complete 35 hours of National Driver CPC training.
  • Regain qualification to drive in the UK only.

Option 3:

  • Take a 7-hour “return to driving” module as part of International Driver CPC training.
  • Regain UK driving qualification immediately.
  • Complete 28 additional hours of training within 12 months to drive in the EU.

Option 4:

  • Take a 7-hour “return to driving” module as part of National Driver CPC training.
  • Regain UK driving qualification immediately.
  • Complete 28 additional hours of training (National or International Driver CPC) within 12 months.

2. If CPC Expired Over 2 Years Ago

Drivers must complete 35 hours of training (International or National Driver CPC) to regain their qualification.

Driver CPC cards: updates from 3rd december 2024

The rules around carrying Driver CPC cards remain unchanged. So, drivers must always carry their card when operating vehicles professionally. However, the type of card will differ based on the chosen qualification:

International driver CPC card

  • Identical to the current CPC card design.

National driver CPC card

  • Similar to the current design but will include the text “DOMESTIC UK USE ONLY.”

Drivers qualified for both categories may hold two cards, especially if they drive different vehicle types or operate across multiple regions.

Key takeaways for employers

  1. Review driver requirements: Determine whether your drivers need International or National Driver CPC.

What happens if your training deadline is before december 2024?

If your training deadline falls before the new system is introduced, you must complete the current Driver CPC requirements to stay qualified. Failure to comply can result in fines of up to £1,000.

Driver Has O-Licence Suspended by 28 Days For Driver Hours Offences

Today, we bring you an item from the news that highlights what can happen when driver hours rules are not followed. In addition to the safety implications of not adhering to driver-hour regulations, a restriction in a driver’s ability to work can be impacted, as can be seen in the case of Farid Bhaiyat from Bolton. 

As such, failing to follow driver hour rules has led to this HGV driver having his O-Licence suspended for 28 days last year after being called before the Traffic Commissioner (TC) at the time, Gerallt Evans. The offence relates to an occasion in April 2023 when he was driving a minibus and used someone else’s tachograph card in the tachograph machine. 

A Weekly Rest Infringement Recorded

At the time of the offence, Mr Bhaiyat was encountered at the London Gateway M1 services by a Metropolitan Police officer when he was the only occupant of the vehicle at the time. Consequently, a weekly rest infringement was recorded, and two higher-level fixed penalties of £300 were issued and accepted. 

Subsequently, a Traffic Examiner (TE) conducted an investigation on 17 May of 2023 and found that there was no evidence of any system in place to monitor drivers’ hours, with the tachograph downloader device Mr Bhaiyat was using appearing to be unused. The TC also stated that the TE’s report commented on the fact that the driver had accepted the advice provided during the inspection and was now using his driver’s card for all journeys as he should. 

Previous Good Record Prevent Licence Being Revoked

Mr Bhaiyat cited issues in 2022 when having problems switching from an analogue tachograph to a digital device for the first time. Also, due to his good past record, combined with the fact that appropriate procedures and systems were in place to prevent further failings, the TC decided not to revoke his driver’s licence and opted, instead, for suspension.

The driver’s willingness to attend an O-Licence Awareness Training course also played its part in the leniency shown. However, these events have still tarnished his reputation, and he will need to work hard to restore it. As such, this represents a cautionary tale to HGV drivers across the UK, demonstrating the importance of complying with driver-hours rules.

Tachograph Upgrade Deadlines: Key Information for Compliance

Some significant dates are fast approaching for all transport managers in the UK to be aware of regarding the impending tachograph upgrade. However, according to tachograph compliance software experts Convey, in the region of 10,000 UK hauliers are risking missing the deadline for the mandatory retrofit at the end of the year.

One of the suggestions supporting this claim is that the calibration stations in Britain will struggle to handle the sheer number of second-generation smart tachograph retrofits. As such, if you’re yet to take the required action yourself, it’s important you read on for details of what’s needed and by when.

Firstly, it’s important to get a feel for the Employer Obligations for Tachograph Compliance and for drivers. Once you have a firm grasp of the current state of play, the following significant dates need to be considered.

Big Date #1 – February 21st 2024

The first big date to be aware of is February 21st 2024. It’s the date after which all newly registered HGVs must be fitted with a 2nd-generation smart tachograph – be it full or transitional. This applies irrespective of the type of journey they make.

How do full and transitional second-generation smart tachographs differ? Well, the former already employs Galileo OSNMA (Open Service Navigation Message Authentication), while the latter will need an OSNMA software upgrade at a later date.

Big Date #2 – December 31st 2024

The next important entry on the calendars of UK transport managers is December 31st 2024, by which time all vehicles that have either a digital or analogue tachograph and make international journeys, must be retrofitted by a full or transitional 2nd-generation smart tachograph.

This currently affects more than 10,000 trucks in Britain. Second-generation smart tachographs offer a number of advancements over their predecessors, including the ability to record border crossings and an increased driver card memory (from 28 to 56 days).

Big Date #3 – August 25th 2025

Moving onto August next year, there’s another date that relates to all in-scope vehicles that operate internationally with a 1st-generation smart tachograph.

The date marks the point where these vehicles are subject to a compulsory 2nd-generation retrofit. It’s something that affects more than 5,000 vehicles in the United Kingdom.

Big Date #4 – July 1st 2026

The last date of note on our list is July 1st 2026 and concerns all new vehicles over 2.5 tonnes that operate internationally. By this date, every vehicle of this type must be retrofitted with a 2nd-generation device, and there are currently 48,000 in Britain that will need attention.

Speaking on the matter, Karen Crispe, director of Convey, said, “We have real concerns about the capacity of the calibration stations to handle this level of additional demand for retrofits. Even if all affected operators started booking their vehicles in now, it’s unlikely they will all be upgraded in time.”

This is why we are now actively trying to raise awareness of the situation and would urge anyone who operates internationally to get their vehicles retrofitted now to avoid any issues.”

The longer it is left, the more likely it is that you’ll find it difficult to find a calibration station that can accommodate your needs, and you may end up incurring penalties as a result.

Four-Day Strike Announced by DVSA

There have been many bumps on the road to addressing the UK’s ongoing HGV driver shortage, and another seems to be on the horizon. As such, it has been announced that nearly 2,000 driving test examiners will strike over four consecutive days during February 2024 due to a dispute over excessive workloads. 

Between the 8th and 11th, the walkouts will affect 270 test centres across England, Scotland and Wales, and the action is in protest of what have been called ‘flawed’ plans to deliver 150,000 more tests by the end of March to clear the backlog. 

“Disappointing” – DVSA

These strikes have been described as “disappointing” by the Driver and Vehicle Standards Agency (DVSA), as all eligible DVSA admin staff and managers have been requested to return to carry out driving tests full-time to hit the target. 

However, examiners suspect that delivering these extra tests could present significant risks in terms of safety, in terms of them and their customers, as well as eroding their working terms and conditions. 

Unacceptably Long Working Hours 

The situation regarding the backlog has improved over the last year or so, reducing from its peak in November 2022. It was largely caused by the COVID pandemic, before which the average wait for a test after booking one online was roughly six weeks. 

Mark Serwotka, Public and Commercial Services Union general secretary, expressed a concern that examiners want to maintain the highest standards but can’t if they’re expected to work longer and longer years. He went on to say:

“If Mark Harper (Transport Secretary) was serious about reducing the backlog, he would invest in the DVSA, employing more examiners, not just expecting the existing ones to work harder”. 

‘Strikes Will Impact Services’ – DVSA Chief Exec 

Also speaking on the matter, the DVSA’s chief executive, Loveday Ryder, stated that the strikes will impact services. Still, candidates should turn up to their test as directed – unless they have been contacted directly. She added:

“Learners expect a seven-day per week service, and, as a publicly funded body, DVSA wants to provide that.”

During December 2023, the average wait time fell to 17.4 weeks, with more than 150,000 tests – a record for the month – carried out, according to the DVSA’s figures. It has also previously promised to take all the measures to reduce driving test waiting, including recruiting almost 500 new driving examiners.

While this strike action will impact the progress made in reducing the test backlog, the personal safety of examiners and those taking their tests is paramount. Insite (formerly HGVC): Event Partner at CPT Conference 2024’s 50th Anniversary

The 18th of January saw the holding of the CPT Conference 2024 and 50th Anniversary Dinner, taking place at the Park Plaza London Riverbank. At Insite (formerly HGVC), we’re proud to be able to say that we were an event host for this special occasion marking the 50-year anniversary of the forming of the industry body that represents bus and coach services across the UK.

This black-tie event drew many attendees, including Buses Minister Richard Holden, Shadow Transport Minister Simon Lightwood and many stakeholders from the passenger transport industry. Bus companies like First Bus, National Express, Blackpool Transport, Flixbus and EPM Omnibus were also represented. 

Examining the Biggest Industry Challenges 

It has been a challenging year for the transport industry in general, and the passenger transport sector has had its fair share of obstacles. As such, these challenges were discussed during the programme, including topics like the effect a general election will have on the passenger transportation industry and how perceptions are changing on public transport. 

Tom Cunningham from TfL and Darren Roe from Stagecoach were amongst the names talking about meeting these challenges together. Also discussed were examples of how the industry has brought a diverse range of partners together to tackle these issues head-on, with key influencers, industry suppliers and decision-makers giving their input. 

Promoting Our Bespoke Driver Training Services 

The day came to an end after these extremely important and interesting discussions about the big picture in the sector, and it was followed by an evening of networking and celebration. The Insite (formerly HGVC) team had the chance to attend the dinner, which was a fantastic opportunity for us to tell people about our bespoke driver training services. 

Being able to talk with all the different types of companies working in the passenger transport industry gave us amazing insight into the wants and needs of all the stakeholders involved, from suppliers to bus operators and coach firms. 

Naturally, we took full advantage of the opportunity as we promoted our nationwide training services that help to address the PCV industry’s driver shortage. We were also keen to reinforce our dedication to helping support the passenger transport sector by giving everyone access to our leading driver training expertise and infrastructure.
